No, you don't sew the two pieces together before you attach them to the skirt - you attach one waistband piece, then install the zip and then sew the second waistband on. It is in the instructions, but the second waistband is dealt with later on (on page 12 of the instructions PDF) and referred to as a waistband facing, which may have caused the confusion.
